A governança de redes interorganizacionais: uma análise da tensão entre eficiência e inclusão no processo decisório

Objective: To analyze how the critical contingency factors of interorganizational network governance - trust, number of members, goal consensus and network level competency needs - described by Provan and Kenis (2008), influence the tension between decision-making process and inclusion of decision-makers.Method: The research followed a qualitative approach based on multiple case studies in Small and Medium Sized Enterprises. Data were collected through interviews, documentary analysis and observation.Originality / Relevance: The research contributes to the discussion about the role of critical contingency factors and their relationship with the tension between efficiency and inclusion in the decision-making process of networks. The originality of the study refers to the empirical evidence about the role of these factors in that tension.Results: Results shows the role of critical contingency factors, the mechanisms used for tension management, and the identification of two additional contingency factors: trust in network management and the geographical dispersion of its members.Theoretical / methodological contributions: The study contributes to the literature through empirical evidence in that it shows that the critical contingency factors influence the tension between efficiency and inclusion of the decision process. In addition, it has been identified two additional factors: trust in management and geographic dispersion.Social / management contributions: Based on the results analysis, it was identified that granting greater autonomy to the executive managers of the networks and their internal teams and valuing the moments of contact with the members to ensure participation are recommended mechanisms for the management of the studied tension.Objetivo: Analisar como os fatores contingenciais críticos da governança de redes interorganizacionais – confiança, número de integrantes, consenso de objetivos e necessidade de competências em nível de rede – descritos por Provan e Kenis (2008), influenciam a tensão entre eficiência do processo decisório e inclusão dos participantes nas decisões.Método: Adotou-se como estratégia o estudo de casos múltiplos em três redes interorganizacionais de Pequenas e Médias Empresas. Os dados foram coletados por meio de entrevistas, análise documental e observação.Originalidade/Relevância: A pesquisa se insere na discussão acerca do papel dos fatores contingenciais críticos e sua relação com a tensão existente entre a eficiência e a inclusão no processo decisório de redes. O estudo é original por meio da evidenciação empírica acerca do papel destes fatores na tensão estudada.Resultados: apresenta-se o papel dos fatores contingenciais críticos, os mecanismos utilizados para o gerenciamento da tensão e identifica-se a existência de dois outros fatores contingenciais adicionais: a confiança na gestão da rede e a dispersão geográfica dos seus integrantes.Contribuições teóricas/metodológica: O estudo contribui para a literatura confirmando por meio de evidências empíricas que os fatores contingenciais críticos exercem influência na tensão entre eficiência e inclusão do processo decisório. Além disso demonstra a existência de dois outros fatores contingenciais críticos: a confiança na gestão da rede e a dispersão geográfica dos integrantes.Contribuições sociais / para a gestão: A partir da análise dos resultados identificou-se que conceder maior autonomia para os gestores executivos das redes e suas equipes internas e valorizar os momentos de contato com os membros para garantir participação são mecanismos recomendáveis para o gerenciamento da tensão estudada.
