During the last thirty years public sector accounting has undergone considerable changes aiming at increasing the transparency, accountability and effectiveness of thepublic sector. These reforms are part of the New Public Management movementwhich is considered to draw from private sector’s characteristics (Hood, 1995), andtherefore differs substantially from the traditional bureaucracy which characterizesthe public sector. Accounting appears to play a vital role within this context, as theuse of accounting tools provides the necessary level of rationalism in the NPM reformframework.
