State political consciousness has only developed very gradually since the establishment of the Emirate of Transjordan. Formerly, the country was an integral part of Bilad al-Sham. Life was focused on its tribes, families and villages and there were no towns, unlike in Palestine and Syria. After the withdrawal of the Ottoman army, all Jordanian tribal leaders proclaimed Emir Faisal as King of Greater Syria in March 1920, yet they were unwilling to unite and the so-called Um Qais accord of 2 September 1920 only united the leaders of the North.
