Can level in basic skills explain overeducation and undereducation on the labour market?

This article focuses upon the issue of overeducation and undereducation on the labor market in terms of basic skills. Observing heterogeneity of basic skills by level of education, we suppose that these differences may explain the situations to overeducation or undereducation.
