Interlinked with the opening and liberalization of the Indian economy since the beginning of the 1990s, the vision of making Delhi a “world-class city” has transformed the urban landscape of the megacity in manifold ways. This chapter analyzes the implications of the world-class agenda by looking at the example of the River Yamuna and its floodplain. Degraded to a foul-smelling drain by the city’s untreated sewage, the wide riverbed has long been a neglected backyard of the megacity. However, the perception of underutilized or wasted land has transformed into the promise of the pivotal role that the river’s floodplain can play in the city’s “world-class” makeover.
