New RER stations for Brussels? Challenges, methods and constraints

This article goes back over the debate which still remains to be settled and which divides the Brussels-Capital Region and the SNCB regarding the creation of new urban railway stations in the framework of the RER project. Our aim is to provide an objective (or at least methodologically transparent and clearly presented) assessment which is up to date as regards the relevance of these stations. Thus, after presenting the problem and discussing possible methods, we propose a calculation of the potential of each of the stations proposed by the different urban planning documents of the Brussels Region.We thus illustrate the pertinence of most of them, a significant share of which are more relevant than some of the existing secondary stations in Brussels. However, the most promising stations are often those which seem the most difficult from a technical point of view. Conversely, new stations that would be the easiest to build often have the lower traffic potential.Beyond the impartiality of the results, we also insist on the fact that the decision to put a station (back) into service depends above all on political action, which reflects the fact that challenges of various dimensions and natures have been taken into account. This is illustrated in our case studies.Cet article revient sur le débat, non-tranché à ce jour, qui oppose la Région de Bruxelles-Capitale et la SNCB quant à la création de nouvelles gares urbaines dans le cadre du projet RER. Notre objectif est de tenter de fournir une appréciation objective (ou à tout le moins méthodologiquement transparente et clairement exposée) et à jour de celles-ci. Après avoir présenté la problématique et débattu des méthodes possibles, nous proposons un calcul de potentiel pour chacune des gares proposées par les différents documents planologiques de la Région.Ce faisant, nous montrons la pertinence de la plupart d’entre elles, dont une part significative présente un intérêt supérieur à celui des gares secondaires existantes à Bruxelles. Cependant, les gares les plus prometteuses sont bien souvent celles qui semblent les plus difficiles à réaliser techniquement, et inversement.Au-delà de la froideur des résultats, nous insistons sur le fait que la décision de (re)mettre une gare en service dépend in fine avant tout de l’action politique, elle-même étant le reflet de la prise en compte (ou non) d’enjeux de dimensions et de nature potentiellement variés, ce que montrent nos quelques études de cas.Dit artikel komt terug op de nog niet beslechte discussie tussen het Brussels Hoofdstedelijk Gewest en de NMBS over de aanleg van nieuwe stedelijke stations in het kader van het GENproject. Het is onze bedoeling om een objectieve en geüpdatete evaluatie (of op zijn minst een duidelijke evaluatie volgens een transparante methode) te maken van het nut van die stations. Na een voorstelling van de problematiek en een bespreking van de mogelijke methodes presenteren we een berekening van het potentieel van elk station dat in de verschillende planologische documenten van het Brussels Gewest wordt voorgesteld.Zodoende tonen we aan dat de meeste van die stations nuttig zijn en dat een groot deel ervan zelfs nuttiger is dan de bestaande secundaire stations in Brussel. De stations met het grootste potentieel zijn echter vaak de stations die technisch gezien het moeilijkst kunnen worden aangelegd en omgekeerd.Afgezien van de objectieve resultaten benadrukken we eveneens dat de beslissing om een station (weer) in gebruik te nemen in fine in de eerste plaats afhangt van het beleid, dat zelf de weerspiegeling is van de mate waarin rekening wordt gehouden met uitdagingen van verschillende dimensies en aard.
