A RER in Brussels? A sociological history of rivalries and political regulations (1989‑2013)

This article traces the history of the project for a Regional Express Railway (RER) from, towards, in and around Brussels by highlighting the major conflicts between the different stakeholders which have underlain the issue from the start. The RER is at the heart of rivalries regarding the uses, users and visions of the city to be favoured, as well as the concrete mobility policies to develop and the role of the Société Nationale des Chemins de fer Belges (SNCB) in this respect. The article also traces the different steps in the political regulation of the issue, covering the phases of progress and standstill which mark out the history of the RER. By shedding light on the history of these rivalries and antagonisms which have never lost their substance, this article provides a better view of the current situation, illustrating the power of misunderstandings.Cet article retrace l’historique du projet de Réseau Express Régional (RER) de, vers, dans et autour de Bruxelles en mettant en avant, d’une part, les grands conflits entre les différents acteurs qui ont sous-tendu le dossier dès l’origine. Le RER est en effet au cœur de rivalités autour des usages et des usagers qu’il devrait privilégier, des visions de la ville qu’il favoriserait ainsi que des politiques de mobilité concrète à développer, du rôle de la Société Nationale des Chemins de fer Belges (SNCB) à cet égard. D’autre part, l’article retrace également les différentes étapes de la régulation politique du dossier, relevant les phases d’avancées et de blocages qui jalonnent l’histoire du RER. En éclairant l’histoire de ces rivalités et de ces antagonismes qui n’ont jamais été vidés de leur substance, cet article donnera une meilleure vue de la situation actuelle du dossier, illustrant au passage la force opératoire des quiproquos.Het artikel verstrekt een historisch overzicht van het project voor een Gewestelijk Expresnet (GEN) van, naar, in en rond Brussel. Enerzijds verduidelijkt het de grote conflicten die van meet af aan tussen de verschillende actoren van het project rezen. Het GEN leidt immers tot rivaliteiten rond het gebruik van het vervoernet en de gebruikers aan wie het voorrang zou moeten geven, rond de visies op de stad die het zou bevorderen, rond het mobiliteitsbeleid dat in de praktijk moet worden gevoerd, en rond de rol van de Nationale Maatschappij der Belgische Spoorwegen (NMBS) in dat verband. Anderzijds geeft het artikel een overzicht van de verschillende etappes in de politieke regulering van het dossier met de doorbraken en blokkeringen die het verloop van het GEN-project kenmerken. Het artikel wijst op de rivaliteiten en tegenstellingen die altijd zijn blijven bestaan, geeft terzelfder tijd een duidelijk beeld van de huidige stand van zaken en illustreert terloops de operationele kracht van de qui pro quo’s
