The defence bills of 2009 and 2015 seem to have provided a break in trend as regards Swedish defence planning. The trend seems to be that the Swedish Armed Forces are yet again focused on defending Sweden. Therefore, this paper seeks to analyse the driving forces for the Swedish military strategy within the defence bills of 2009 and 2015. This paper draws on Graham Allison and Philip Zelikow´s theoretical framework constituting one model of analysing rational decision-making. The study uses qualitative text analysis to examine the empirical data in order to allow different themes within the text to emerge.
