This paper examines the final results and products of a project-type international cooperation in science education which was conducted in Philippines from June 1994 to May 1999. This project which was named the Science and Mathematics Education Manpower Development Project (SMEMDP) was a typical project-type cooperation in education undertaken by the Japan International Cooperation Agency (JICA) under the official development assistance by the government of Japan. The project was focused on in-service training of science teachers with the Science Teacher Training Center in the University of the Philippines, Diliman as the focal point of the project.
