Les négociations des traités de 1838

International audienceEven twenty years after it was proclaimed in 1804, Haiti’s independence was still not acknowledged on the international scene, the former colonial power maintaining its sovereignty claim over its ex-colony. However, after several failed attempts to reconquer it, France has to accept to answer to president Boyer’s overtures. Charles X, the new king, consents in recognising the new State of Haiti in exchange of a heavy indemnity fee to the former landowners, with extortionate payment terms. Boyer decides to accept this ruling in the hope of negotiating the amount and the payment terms. These will be discussed in 1838, as Louis-Philippe succeeds to Charles X. Both parties agreed, on the financial section of the accord, to set the balance of payment at sixty millions over thirty years (it actually was reimbursed over forty-five years). The political normalisation component of the accord was more difficult to put into action, due to the political upheavals in Haiti.The debt weighed heavily over the economic and social development of the country. Later, Haiti hoped to liquidate its liabilities by contracting new loans that, instead, only increased the debt due to their interest rates, thus leading to the catastrophic occupation of the country by the United States in 1915.L’indépendance de Haïti, proclamée en 1804, n’a toujours pas de reconnaissance internationale vingt ans plus tard, l’ancienne puissance coloniale revendiquant toujours la souveraineté sur son ex-colonie. Après plusieurs tentatives infructueuses de reconquête, la France doit toutefois se résoudre à répondre aux avances du président Boyer. Le nouveau roi Charles X consent à reconnaître le nouvel État d’Haïti, moyennant une lourde indemnisation des anciens propriétaires, et des délais de paiement exorbitants. Boyer se résout à accepter l’ordonnance, espérant négocier le montant et les délais de l’indemnité. C’est l’objet des discussions de 1838, Louis-Philippe ayant remplacé Charles X. Les deux parties s’accordèrent sur un volet financier qui fixait à soixante millions le solde de l’indemnité payable en trente ans (le remboursement s’étala en fait sur quarante-cinq ans). Le volet de normalisation politique eut plus de mal à se concrétiser, en raison des soubresauts de régime à Haïti. La dette pesa lourdement sur le développement économique et social du pays. Puis Haïti espéra liquider son passif en recourant aux emprunts, qui ne firent qu’alourdir la dette du fait des intérêts, et provoquèrent finalement la catastrophique occupation du pays par les États-Unis en 1915
