In an effort to continue the United States\u27 technological leadership in the field of international communications, Congress in 1962 granted a statutory monopoly to the Communications Satellite Corporation. This note presents a general background to the legislative history of the 1962 Satellite Act; a description of the corporation\u27s development in its first 10 years and of its relationship to the international organization Intelsat; and an analysis of the pending 1975 amendments to the original act. The note also suggests specific modifications of the proposed amendments and a new approach to public communications policy in general
