The effects of the rural credit concession under the National Program for Strengthening Family Agriculture in the municipality of Canguçu / RS

Agribusiness has always been closely linked to Brazil's economic development. In 1995, thanks to a wide mobilization of entities representing family agriculture, the PRONAF is created, whose objective is to support the smallholder in a differentiated way. In Brazil, there are around 4.4 million families working in family agriculture, corresponding to 84% of rural establishments in the country. The objective of the study is to analyze the effects of PRONAF's credit concession on the local economy of Canguçu / RS, municipality with the largest amount of smallholdings in Brazil. Time series are collected on the website of the Special Secretariat for Family Agriculture and Agrarian Development (SEAD) and the Brazilian Institute of Geography and Statistics (IBGE). The methodology includes the use of unit root test, Johansen cointegration test and Granger causality test. In addition, semi-structured interviews were carried out with the main leaders of entities that have relevance in the execution of the program in Canguçu, aiming to identify their perceptions about the impact of PRONAF on the development of local economy, income and quality of life of the family farmer. The statistical results suggest that an increase in PRONAF's resources generates a trend of growth in the municipality's GDP. The results of the interviews show that PRONAF has a positive impact on the economic development of the municipality, fulfilling its role in improving income conditions and quality of life of the family farmer. As a conclusion of the work is presented an action plan, built from the perception of the actors interviewed, with the purpose of contributing to the progress of the implementation and execution of PRONAF in Canguçu. It is suggested for future studies to carry out this analysis in other localities or regions of the country.Sem bolsaO agronegócio sempre esteve intimamente ligado ao desenvolvimento econômico do Brasil. Em 1995, fruto de uma ampla mobilização de entidades representantes da agricultura familiar, é criado o PRONAF, cujo objetivo é apoiar de forma diferenciada o pequeno produtor. No Brasil, são em torno de 4,4 milhões de famílias atuando na agricultura familiar, correspondendo a 84% dos estabelecimentos rurais do país. O objetivo do estudo é analisar os efeitos da concessão de crédito do PRONAF na economia local de Canguçu/RS, município com a maior quantidade de minifúndios do Brasil. Usa-se séries temporais, coletadas no site da Secretaria Especial de Agricultura Familiar e do Desenvolvimento Agrário (SEAD) e do Instituto Brasileiro de Geografia e Estatística (IBGE). A metodologia compreende o uso de teste de raiz unitária, teste de cointegração de Johansen e teste de causalidade Granger. Complementarmente foram realizadas entrevistas semiestruturadas com as principais lideranças de entidades que tem relevância na execução do programa em Canguçu visando identificar as percepções destes sobre o impacto do PRONAF no desenvolvimento da economia local, na renda e na qualidade de vida do agricultor familiar. Os resultados estatísticos sugerem que uma elevação dos recursos do PRONAF gera tendência de crescimento no PIB do município. Os resultados das entrevistas mostram que o PRONAF impacta positivamente no desenvolvimento econômico do município, cumprindo seu papel ao melhorar as condições de renda e qualidade de vida do agricultor familiar. Como conclusão do trabalho é apresentado um plano de ação, construído a partir da percepção dos atores entrevistados, com objetivo de contribuir no avanço da implementação e execução do PRONAF em Canguçu. Sugere-se para estudos futuros realizar esta análise em outras localidades ou regiões do país
