Migración y seguridad: perspectivas de Europa

Irregular migration, that is the one that takes place outside of legal channels, carries a series of risks that justify approaching it as a matter of security. These risks work on a double level; national security and human security. This essay examines the risks operating on the latter that is those affecting migrants, specifically in relation with the southern border of the EU. The existing model of irregular migration in this area is based on the extraction of profits by facilitators, most of whom belong to Organized Crime. Both the EU and its member countries have recognized the nature of the problem and have put in place measures aimed at increasing border control and pushing barriers further south. However, this has not reduced the demand for the services of facilitators or their turnover. This can be partly explained by the flawed approach of some measures which ignore that migration is a multidimensional phenomenon with a reduced sensibility to the policies of countries of destination. A better understanding of migration would help to come up with a more adequate response, aimed at managing migration rather than trying to stop it. This involves creating legal alternatives to irregular migration, redriving the focus of deterrence measures and providing real incentives so the countries of origin and transit become part of the solution, instead of part of the problem.La migración irregular, es decir, la que tiene lugar al margen de la ley, conlleva una serie de riesgos que justifican su enfoque como una cuestión de seguridad. Estos riesgos operan a un doble nivel: el de la seguridad nacional y el de la seguridad humana. Este documento examina los riesgos que operan en este último plano, es decir, los que afectan a los migrantes, en concreto en relación con la frontera sur de la Unión Europea. El modelo existente de migración irregular en esta zona se basa en la extracción de beneficios por parte de facilitadores, los cuales pertenecen en su mayor parte al crimen organizado. Tanto la Unión Europea como los países miembros han reconocido la naturaleza del problema y han puesto en marcha medidas tendentes a aumentar el control de fronteras y desplazar barreras hacia el sur. Sin embargo, esto no ha reducido la demanda de los servicios de facilitadores ni su volumen de negocio. Esto se debe en parte a la existencia de problemas de enfoque de algunas medidas que ignoran que la migración es un fenómeno multidimensional con una sensibilidad reducida a las políticas de los países de destino. Una mejor comprensión del fenómeno de la migración serviría para dar una respuesta más adecuada, que trate de gestionar la migración en lugar de detenerla. Esto pasa por crear alternativas legales a la migración irregular, redirigir las medidas disuasorias y generar incentivos reales para que los países de origen y de tránsito sean parte de la solución y no del problema
