Migration policies and bilateral agreements between Argentina and Peru

In search of understanding Peruvian migration in Argentina, this article analyses how both Argentine and Peruvian states have addressed migration through their regulations and agreements. For this, we followed a qualitative approach with a set of official documents. The article holds that migration, as an issue, did not initially imply a central connecting element between Peru and Argentina, although it was indeed a central proposal in the constitution and development of both states. Since the mid-1980s, migration established itself as a significant component of cooperation and coordination between both states, in line with the increase in Peruvian migration to Argentina, and as the regionalization of migration control policies in South- America took place. Likewise, in the history of migration policies of both countries, with their swings and differences, the notion of good/desirable and bad/undesirable Peruvians in the place of destination is established. This dichotomy, which transformed over the years, is sustained in words of Sayad (2010), in the political understanding under an «accounting balance», according a costbenefit logic.En la búsqueda por comprender la migración peruana en Argentina, este artículo analiza cómo los Estados, tanto peruano como argentino, a través de sus normativas y acuerdos han tratado el tema migratorio. Para esto trabajaremos, desde una metodología cualitativa, con un conjunto de documentos oficiales. El artículo sostiene que la temática migratoria, inicialmente, no implicó un elemento central de vinculación entre Perú y Argentina, aunque sí fue una propuesta central para la constitución y desarrollo de los Estados. Desde mediados de la década de 1980, la migración se constituyó en un componente significativo e cooperación y coordinación entre los Estados, conforme al aumento de la migración peruana hacia Argentina, la sistematicidad de acuerdos abocados al tema migratorio y el avance en los procesos de regionalización de las políticas de control migratorio en Sudamérica. Asimismo, en la historia de las políticas migratorias de ambos países, con sus vaivenes y diferencias, se distingue la figura de buenos/deseables y malos/indeseables peruanos en destino. Esta dicotomía, que fue transformándose con el paso del tiempo, es sustentada en palabras de Sayad (2010), en el entendimiento político bajo un «balance contable», según la lógica costo-beneficio
