The first Constitutional Council of State was installed by the Parliament of Cádiz in considering that its existence was absolutely imperative to the regime that was sought to establish. This conception, that was maintained throughout 1820, disappeared after the ominous decade. During the regency of Queen María Cristina this Institution would no longer be considered as an essential organization that should necessarily be contemplated in the Constitution.
