¿Qué cambia las políticas? Ideas contra intereses. El cambio en el modelo de gestión de los aeropuertos españoles

This article analyses the policy of the Spanish government in relation to a potential change in the model of airport management, through the Advocacy Coalition Framework (ACF). This theoretical framework and other theories explain the shift of policies based on ideas, beliefs and learning processes. This study confirms some of the hypotheses of the ACF but at the same time points to the weakness of the framework, because it does not include the analysis of the interaction between beliefs at the micro-policy system level and political interests at the macro level. Along the same line of argumentation, the ACF does not pay enough attention to the institutional features that condition the authority of the executive to adopt new policies.Este artículo analiza la política del gobierno español en relación a un posible cambio de modelo de gestión aeroportuaria a través del «Marco de las Coaliciones Promotoras» (MCP). Este marco teórico y otras teorías explican el cambio de política centrándose en las ideas, los sistemas de creencias y los procesos de aprendizaje. Este estudio presenta evidencias que confirman algunas de las hipótesis del MCP pero al mismo tiempo apunta a que este marco teórico debe resolver el análisis de la interacción entre las creencias a nivel de subsistema de micropolítica e intereses políticos a nivel de política macro, además de tomar en consideración características institucionales que condicionan la autoridad del ejecutivo para adoptar nuevas políticas
