El sistema no-jurisdiccional de protección de los derechos humanos en México

To ensure the protection and promotion of human rights is one of the basic obligations of the authorities in constitutional States, says the author of this text. The defense and protection of human rights is done through legal channels and conducting non-judicial bodies. Thus, by the judicial system, and as a complementary tool, it has created the position of Ombudsman, which has the same purpose of protection against human rights violations. This article shows the relationship and specificity of both systems in the Mexican case.Asegurar la protección y promoción de los derechos humanos es una de las obligaciones básicas de las autoridades en los Estados constitucionales, sostiene el autor del presente texto. La defensa y protección de los derechos humanos se realiza a través de la vía jurisdiccional y la que llevan a cabo los organismos no-jurisdiccionales. De esta manera, al lado del sistema jurisdiccional, y como un instrumento complementario, se creó la figura del ombudsman, que tiene el mismo propósito de protección ante violaciones a derechos humanos. El presente artículo muestra la relación y especificidad de ambos sistemas en el caso mexicano
