In the literature, it is accepted that minimal democracy strengthens the protection of human rights. Nevertheless, little is known about how in countries of recent democratization, as Mexico, this relation behaves. In accordance with the previous studies, in line with democratic consolidation, it should be noted a decrease of human rights violations. Whereas in countries of recent democracy, it should be noted an increase of the violations. The empirical evidence on the Mexican case does not correspond to the predominant hypotheses of the literature. It might be an anomalous case.
