De la ciudadanía regional andina a la ciudadanía universal en la Constitución del Ecuador de 2008

The following article presents the results of the analysis about the theoretical and legislative process of the institutionalization of regional citizenship in the Andean Community of Nations CAN and the progress towards Universal Citizenship in the implementation of this principle in the 2008 Constitution of Ecuador. To meet this objective, the text takes a theoretical approach to the concept of regional citizenship, mentions the Andean Community regulations framing the rights of regional citizens in the CAN, describes the Ecuadorian circumstances that led to the adoption of the principle of Universal Citizenship and synthesizes the Ecuadorian experience and constitutional provisions that originated the inclusion in the Constitution of 2008. The text is a result of a documentary research.El presente trabajo plantea una reflexión en torno al proceso teórico y normativo de la institucionalización de la ciudadanía regional en la Comunidad Andina de Naciones CAN y el avance hacia la ciudadanía universal a partir de la implementación de este principio en la Constitución del Ecuador de 2008. Para cumplir dicho objetivo, el texto hace una aproximación teórica al concepto de ciudadanía regional, menciona la normatividad comunitaria andina que enmarca los derechos de ciudadanos regionales en la CAN, describe las circunstancias ecuatorianas que propiciaron la adopción del principio de ciudadanía universal y sintetiza la experiencia ecuatoriana y las disposiciones constitucionales que originaron la inclusión en el texto constitucional de 2008
