Cooperación y participación en el proceso de planificación y desarrollo turístico: un estudio de caso en comunidades étnico-rurales en el estado de Paraná – Brasi

Cooperation and Participation on the Planning Process and Tourism Development. A Case Study in Ethnic Rural Communities in the State of Parana, Brazil. The ethnical and rural communities named Witmarsum, Entre Rios and Castrolanda located in the State of Paraná-Brazil, have structures for their socioeconomic development some process of cooperation. Thus, the problem of this research consisted of: how the organization’s forms, via collective action, undertaken in communities influence the planning and management of tourism? The overall objective of this research was to analyze the planning and management of tourism from the forms of organization and collective action undertaken in these communities, aiming to propose guidelines for participatory tourism planning in rural communities like those. The study is exploratory and qualitative with the methodological procedures: bibliographical and documental seeking to understand the genesis, characteristics and dynamics involving each community and its history, as well as semi-structured interviews with representatives and leaders of the tourism-related communities. The analysis of the results for theoretical-practical pairing occurred based on theoretical about collective action of Elinor Ostrom. The communities have a tendency to organize by collective action to develop social and economic activities, but when it comes to the direct competition among tourism establishments this cooperative processes become difficult. It’s understandable that the participatory tourism planning does not occur only from the pre-existence of cooperative relations, needs of specific agreements, stock monitoring, establishment of rules that enable conflict resolution mechanism and the recognition of the rights of the organization toallow the practice of tourism in a collective wayLas comunidades de Castrolanda, Witmarsum y Entre Rios situadas en el estado de Paraná, Brasil, poseen procesos de cooperación con estructuras de desarrollo que involucran su contexto socioeconómico. Así, el problema de investigación de este artículo es ¿Cómo influyen en la planificación y gestión del turismo las formas de organización vía acción colectiva que se desarrollan en las comunidades? El objetivo general fue analizar la planificación y gestión del turismo a partir de las formas de organización y acción colectiva emprendidas en estas comunidades, buscando proponer directrices para la planificación turística participativa en comunidades rurales. El estudio es cualitativo y exploratorio con procedimientos metodológicos de relevamiento bibliográfico y documental buscando aprender sobre la génesis, características y dinámicas e involucrando a cada comunidad y su historia. También se realizaron entrevistas semiestructuradas con representantes y líderes ligados al turismo de las comunidades. El análisis de los resultados fue por emparejamiento teórico-práctico en base a los aportes teóricos sobre acción colectiva de Elinor Ostrom. Las comunidades tienden a organizarse vía acción colectiva para desarrollar actividades sociales y económicas, pero cuando se trata del turismo la competencia directa entre los establecimientos dificultada los procesos cooperativos. La planificación turística participativa no se da sólo a partir de la preexistencia de relaciones cooperativas, sino que necesita acuerdos específicos, monitoreo de las acciones de los interesados, reglas para la resolución de conflictos y reconocimiento de los derechos de la organización para permitir un desarrollo turístico de carácter colectiv
