Os arranjos produtivos locais na região de Ourinhos – SP – Brasil: dinâmica socioprodutiva e desenvolvimento territorial

This article seeks to develop an analysis of the territorial evidences of discussion on local productive arrangements, those clusters, using as spatial scale of the regional analysis, more precisely the Ourinhos Government Region. Form of industrial organization emerging in the 1990s, the APLs express localized concentrations of specialized companies in the same industry and establishing partnerships among themselves and with other institutions, with varying impacts on the development and governance of cities. Far from exhausting this debate, we consider the model of APL as an alternative strategy for the development of territories and their small businesses, despite their financial and institutional weaknesses. Also, put hypothesized that there are potential clusters and agglomerations in the Ourinhos region that are still unknown and did not receive institutional and financial contribution of the state, staying on the sidelines of the economic benefits of local development, for which they are poorly organized or disorganized. Tracing the framework of national and local policies to arrangements and productive agglomerations, accentuates the way of development in clusters like that guided resources, institutions and local networks, dependent, however, the larger scales of government action. That said, we propose a methodology of analysis grounded in documentary and statistical data research (IBGE and RAIS) seeking to achieve the objectives of identifying the major industrial clusters in the region studied, recognizing its dynamism to local economies and relevance or not to consider some regional industrial agglomerations as APLs.Este artigo busca desenvolver uma análise sobre as evidências territoriais da discussão sobre Arranjos Produtivos Locais, os APLs, utilizando como escala espacial de análise o regional, mais precisamente a Região de Governo de Ourinhos. Forma de organização industrial emergente nos anos 1990, os APLs expressam concentrações localizadas de empresas especializadas em mesmo ramo de atividade e que estabelecem parcerias entre si e com outras instituições, tendo impactos variáveis sobre o desenvolvimento e a governança das localidades. Longe de esgotar esse debate, consideramos o modelo de APLs como uma estratégia específica de desenvolvimento para os territórios e seus pequenos negócios, apesar de suas fragilidades operacionais institucionais e financeiras. Além disso, colocamos como hipótese de trabalho que existem aglomerações e APLs potenciais na região de Ourinhos que ainda são desconhecidos e não receberam aporte institucional e financeiro do Estado, ficando à margem dos benefícios econômicos do desenvolvimento local, pois que se encontram desorganizados ou organizados precariamente. Rastreando o quadro nacional e local de políticas para arranjos e aglomerações produtivas, acentua-se o viés do desenvolvimento em APLs como aquele pautado em recursos, instituições e redes locais, dependentes, no entanto, das escalas maiores de ação governamental. Posto isso, propomos uma metodologia de análise alicerçada em pesquisa de dados documentais e estatísticos (IBGE e RAIS), propondo uma investigação à luz dos objetivos de identificar as principais aglomerações industriais presentes na região estudada, reconhecendo sua dinamicidade para as economias locais e a pertinência ou não de se considerar algumas aglomerações industriais como APLs
