The present text analyzed the performance of school management in the National Pact by the Literacy in the Right Age (called PNAIC) seeking to point out its relation with the quality of teaching. The Campo Grande City, MS state, was used as a locus where interviews were carried out with the responsible individuals for the implementation of the continuous formation in the years of 2012 to 2017 and with the coordinator of the Institution of Higher Education responsible for the training. It was found that the PNAIC, despite presenting an organization in the management processes, offers subsidies to the training of the literacy teacher and materials for the classrooms, it depends on other instances for that the teaching reaches the literacy cla...
