Las representaciones del Estado colombiano en los discursos sobre la paz durante el gobierno de Virgilio Barco (1986-1990)

This article compiles peace speeches during the presidential government of Virgilio Barco (1986-1990) published in magazine articles, newspapers, presidential speeches, interviews and statements of the actors involved. The purpose is to understand what type of representations of the Colombian State were created during the negotiation process with the group Movimiento 19 de Abril (M-19). It is common to find, in official speeches, references to the institution and to the legitimacy of its organizations and representatives, whereas actors such as representative members of the guerrilla groups M-19 and Fuerzas Armadas Revolucionarias de Colombia FARC are central in other speeches. The State was facing an important legitimacy crisis due to the violence experienced in the country and to its absence in most of the territory. A result of the analysis is that the State represents, on the one hand, the legality and legitimacy that was to be recovered by means of a citizen culture of communal participation and of the reestablishment of institutional structures through the strengthening of its entities and its relationships with the citizens. The same time, in the words of the president, the State was a “determined” institution in the decisions that it made and in the power that it represented. On the other hand, certain skepticism was present among the groups outside the law, not only among those involved in the negotiation process, but also among those not included in it, such as the Ejército de Liberación Nacional (ELN) and FARC.Este artículo recopila los discursos sobre la paz, durante el período presidencial de Virgilio Barco (1986-1990), publicados en artículos de revista, noticias de prensa, alocuciones presidenciales, entrevistas y declaraciones de los actores involucrados. El propósito es comprender, qué representaciones se hicieron sobre el Estado colombiano en el proceso de negociación con el Movimiento 19 de Abril (M-19). En los discursos oficiales es común encontrar referencias a la institución y la legitimidad de sus organismos y representantes, mientras para otros discursos, son centrales los actores, tales como algunos integrantes representativos de grupos guerrilleros como el M-19 y las Fuerzas Armadas Revolucionarias de Colombia (FARC). El Estado enfrentaba una gran crisis de legitimidad por las condiciones de violencia que vivía el país y la falta de presencia en gran parte del territorio. Como resultado del análisis, el Estado representa, por un lado, la legalidad y legitimidad que debe recobrarse a partir de una cultura ciudadana de participación comunitaria y de restablecimiento de la institucionalidad a través del fortalecimiento de sus entes y las relaciones con los ciudadanos; a la vez que, en palabras del presidente, es una institución “firme” en las decisiones que toma y el poder que representa.
