Alcances de la política social y el turismo rural para el desarrollo local en San Mateo Almomoloa – México

Scope of Social Policy and Rural Tourism for Local Development in San Mateo Almomoloa, Mexico Currently the social policy takes a leading role as a driver of the economy in rural areas through the financing of tourism projects of a communitarian character. Thereby in the last decades, many communities have searched to improve their state by means of their incorporation into tourism projects; however, not everyone have achieved the consolidation of those projects and the impulse of local development. This research aims to analyze the social tourism policy implemented at the Cultural Center for the Conservation 'Piedra Herrada' in San Mateo Almomoloa community, which is located in the municipality of Temascaltepec, State of Mexico (Mexico) in order to know the local development scope. Así en las últimas décadas varias comunidades han buscado mejorar sus condiciones mediante su incorporación en proyectos turísticos; sin embargo, no todas han logrado consolidar los proyectos e incentivar el desarrollo local. La investigación tiene como objetivo analizar la política social turística implementada en el Centro Cultural para la Conservación “Piedra Herrada” en la comunidad San Mateo Almomoloa, ubicada en el municipio de Temascaltepec, Estado de México (México) con la finalidad de conocer los alcances del desarrollo local. Para alcanzar dicho objetivo se retoma la propuesta de Ziccardi (2001a y 2001b), para el análisis de política social como impulsora de la productividad, así como las aportaciones de Coraggio (2003) sobre las formas de organización del trabajo en la comunidad para el desarrollo local. Se concluye que la política social implementada en la comunidad permite la incorporación de los ejidatarios a la prestación de servicios turísticos, así como la reproducción de sus formas de organización colectiva. No obstante, la forma en que se ha instrumentado el proyecto sólo genera beneficios temporales para una parte de la población propiciando la división y una mayor desigualdad social que dificulta la construcción de un sólido proceso de desarrollo local a largo plazo para el total de la població
