Estado, gobierno y política pública: El debate de la Reforma Educativa, 2012-2013 y sus alternativas

The present article exposes the results of an initially ampler work, bound to the study of the educative public policies in the transition of the State for the period of 1989-2012, adding itself as continuity of that study, doing reference to a valuation of the policies towards the institutions of education of the government of the Lic. Felipe Calderón H., 2006-2012 in Mexico. But mainly, so far we were centered in the Educative Reformation 2012 like one of the first initiatives that the federal Executive presented in his first 100 days of government. The analysis and the results of the present work, included a revision of the presidential initiative, interviews to personages nails, talks with senators and deputies and members of the Coordinator of Workers of the Education. The objective consists of knowing the educative proposal of the Educative Reformation, as well as appreciation of the social subjects and actors governmental front to the governmental educative policies with the purpose of arriving at policies of educative reform of State. The initiative of Educative reform is approached at three moments: first, a technical analysis; second, a political analysis; and third, a set of alternatives and questions that are due to solve to follow ahead with the reflections around the future of the Educative Reform at issue.Keywords: Government, State, educative policies, quality, evaluation, consensus and conflict.El presente artículo expone los resultados de un trabajo inicialmente más amplio, ligado al estudio de las políticas públicas educativas en la transición del Estado por el periodo de 1989-2012, agregándose como continuidad de ese estudio, haciendo referencia a una valoración de las políticas hacia las instituciones de educación del gobierno del Lic. Felipe Calderón H., 2006-2012 en México. Pero sobre todo, por ahora nos centramos en la Reforma Educativa 2012-2013 como una de las primeras iniciativas que presentó el Ejecutivo federal proveniente del Partido Revolucionario Institucional (PRI) del actual sexenio 2012-2018, en sus primeros 100 días de gobierno. El análisis y los resultados del presente trabajo, incluyeron una revisión de la iniciativa presidencial, entrevistas a personajes clave, diálogos con representantes de senadores y diputados e integrantes de la Coordinadora de Trabajadores de la Educación. El objetivo consiste en conocer la propuesta gubernamental de Reforma Educativa, con la finalidad de arribar a políticas de reforma educativa del Estado y del gobierno federal, así como la apreciación de los sujetos sociales y actores educativos frente a dicha política como alternativa al proyecto gubernamental. La iniciativa de reforma Educativa y el proceso de discusión y aprobación en una coyuntura política de casi dos años, de diciembre 2012 a octubre de 2013, se aborda en tres momentos: primero, un análisis técnico; segundo, un análisis político; y tercero, un conjunto de alternativas y preguntas que se deben resolver para seguir adelante con las reflexiones en torno al futuro de la Reforma Educativa en cuestión.Palabras clave: Estado, Gobierno, Políticas educativas, Calidad, Evaluación, Consenso y Conflicto
