This paper has two main aims: a) to discuss the symbolic construction of favelas in Rio de Janeiro and the conceptualizations around urban violence and drug-dealing; and b) to analyze how these definitions influence the design and implementation of security policies. Since 1980 the Brazilian state has implemented actions aimed at the so called “war on crime”. These actions have consolidated a hyperreal notion of violence that has turned favelas into territories of permanent exception. The social, political and economic consequences of this war, along with the electoral victory of the Workers’ Party (2003-2016) and Brazil’s global exposure through mega-events, led to the creation of the Pacifying Police Units (UPP).
