Tourism in Mexico has emphasized the management of tourist destinations basing its offer on the creation of Integrally Planned (CIP) centers and the promotion of rural tourism. In 40 years of this model of tourism development, its contribution to reducing poverty, marginalization and social exclusion, central objective of Mexico's tourism policy is by far, far from what it seeks to achieve.
