The paper examines the process of implementation of a national housing policy, the Programa Federal de Emergencia Habitacional (PFEH) in a particular case: 2 de Abril neighbourhood in the city of Humahuaca (Jujuy, Argentina), considering the actors involved in it. From that perspective we reconstruct the process of policy implementation in different moments.
