Inside the framework of Spanish Foreign Policy, relations between Spain and Maghreb have been an essential projection since the XX century. These relations are included among the most important Spanish national and strategic interests. This article analyzes changes happened since the 11-S terrorist attacks, when matters of Security and Defense have focused the profile of these relations. The first part, was dedicated to the development of Spanish and Maghreb relations during the 90 decade, according the evolution of the Mediterranean region and the international order.Las relaciones de España con los países del Magreb han constituido una de las principales proyecciones de la Política Exterior española desde las décadas centrales del siglo XX. Este artículo aborda las características de las relaciones hispano-magrebíes, centrándolas en las cuestiones de seguridad y defensa, entendiendo el lugar prioritario que ha ocupado esta materia desde que se produjeran los atentados terroristas del 11-S. Se dedica especial atención a la Iniciativa 5+5. En la primera parte de este trabajo, se analizó el enfoque de estas relaciones en los años 90
