Hacia una seguridad y defensa posmodernas: elementos de reflexión sobre la Estrategia Global de Seguridad Europea

The release in June 2016 of the new Global Strategy for the European Union´s Foreign and Security Policy (EUGS) is not intended just to be an update of the inventory of risks, threats and lines of action, but above all a wake-up call to address the flaws of the European project and to overcome the different visions that persist between European partners. This paper attempts to highlight some of the implications of the new Global Security Strategy for the Common Security and Defence Policy (CSDP), as well as explore to what extent security and defence are beginning to be rediscovered as a new ground to relaunch the European project.La publicación en junio de 2016 de la nueva Estrategia Global de Política Exterior y de Seguridad de la Unión Europea (EUGS) no pretende ser una mera actualización del inventario de riesgos, amenazas y líneas de acción sino, sobre todo, una nueva llamada de alerta para abordar las carencias del proyecto europeo y un intento de superar las diferentes visiones que persisten entre los socios europeos. Este documento trata de subrayar algunas de las implicaciones que la nueva Estrategia Global de Seguridad podrían tener sobre la futura Política Común de Seguridad y Defensa (PCSD), así como explorar hasta qué punto la seguridad y la defensa empiezan a ser redescubiertas como un espacio clave para relanzar el proyecto europeo
