Reordenando la experiencia de descentralización y participación ciudadana en Montevideo con la emergencia del tercer nivel de gobierno

Is it possible for a government with a strong centralist tendency, such as the Uruguayan, to transfer part of its power, resources and management responsibilities to lower instances of government? Can the Frente Amplio (FA) meet the challenge of deepening decentralization in the face of the creation of the third level of government without contradicting itself? Which trends can be observed with regard to its impact on citizen participation? In this article, we analyze the implications, during the first five years since its entry into force (2010-2015), of the implementation of law 18.567 —of Political Decentralization and Citizen Participation, passed by the Uruguayan parliament in 2009—, on the structure of decentralization introduced in 1989 by the Department Montevideo¿Puede un gobierno de fuerte tendencia centralista como el uruguayo transferir parte de su poder, recursos y responsabilidades de gestión a instancias inferiores de gobierno? ¿Puede el Frente Amplio (FA) asumir el desafío de profundizar la descentralización iniciada en 1989 en Montevideo (MVD) a partir de la creación del tercer nivel de gobierno sin entrar en contradicciones? ¿Qué tendencias se observan en relación a su impacto en la participación ciudadana? En este artículo nos proponemos analizar qué implicancia tuvo, en sus primeros cinco años de vigencia (2010-2015), la aplicación de la Ley 18.567 -de Descentralización Política y Participación Ciudadana- sancionada en 2009 por el parlamento uruguayo, sobre la estructura de descentralización participativa que el Departamento de Montevideo iniciara en el año 198
