Social inclusion and recognition of indigenous and ethnic people of African descent make up a new regional scenario. International policy instruments put pressure on national governments to include their rights in the public agenda. In this context, education is understood as “a gateway to citizenship.” This article has two objectives: (i) to describe advances in access, retention and graduation of Afro-descendants in Brazil in the last decade, and (ii) to understand – from the perspective of the actors – the advances and conflicts in educational policies toward people of African descent.
