Why is voter turnout higher in some countries or in someelections? Why does it increase or decrease over time? Toaddress these questions, I start with the pioneer studiesof Powell and Jackman and then review more recent research.This essay seeks to establish which propositions (about causesof variations in voter turnout) are consistently supported byempirical evidence, and which ones remain ambiguous. Ipoint out some enigmas and gaps in the field and suggestdirections for future investigation.
