La regulación de la participación social en las políticas públicas medioambientales

This research reviews the compliance with international legal instruments on environmental matters, in the light of the Constitutional Reform of Human Rights in Mexico, focusing on the regulation of social participation to solve environmental challenges. On one hand, the international legal instruments are analyzed in both the state and municipal level to identify the correspondence between instruments and the current regulations, by means of a comparative analysis; on the other hand, the extent of harmonization among international legislation and current domestic regulations is discussed, as a function of an environmental policy that strengthens the relationship between government and civil society.La presente investigación documenta, a la luz de la Reforma Constitucional en materia de Derechos Humanos en México, el cabal cumplimiento de los diversos instrumentos jurídicos internacionales en materia ambiental, centrándose en la regulación de la participación social en atención a los problemas del medio ambiente. Analiza tanto el ámbito municipal como el estatal, para identificar a través de un análisis comparativo, la correspondencia entre la normatividad vigente, los instrumentos jurídicos internacionales y el grado de armonización legislativa entre la normatividad internacional y nacional vigentes atendiendo a una política ambiental que fortalezca la relación entre gobierno y sociedad civil
