La política de transferencias de armas de Rusia hacia el tercer mundo y América Latina

The article looks to investigate about the constants in foreign policies of the former Soviet Union, specially regarding the policy of transference of weapon systems towards the so called Third World during 1950 to 1979 particularly, towards the Peruvian regimen of General Velasco Alvarado. In a more specific way, the article poses the following question Which was the real political motivation that drove the URSS and the Kremlin to undertake a relation of such scope, in the political and strategic dimension with Peru, a country summon in an area of interest for the big powers of that time, but among all, towards a regime that had self-stated opposing to the system prevailing in the extinct URSS?El artículo busca indagar acerca de las constantes en la política exterior de la ex Unión Soviética, específicamente en cuanto a su política de transferencia de sistemas de armas hacia el llamado Tercer Mundo durante el período 1950-1979, en particular, hacia el régimen peruano del General Velasco Alvarado. De manera más específica, en el artículo se plantea la siguiente pregunta ¿Cuál fue la real motivación política que conllevó a la URSS y al Kremlin a emprender una relación de tal envergadura, en el plano políticoestratégico, con Perú, un país emplazado en una zona de interés periférico para las superpotencias de la época, pero sobre todo hacia un régimen que se autodeclaraba contrario al sistema que reinaba en la extinta URSS
