Public management in tourism and development of tourist destinations in a Brazilian state: an analysis of the strategic planning of tourism in Minas Gerais (2007-2010)

This study analyzed the Strategic Planning of Tourism in a Governmentalmandate in order to understand the relationship between PublicManagement in Tourism and the Development of Touristic Destinations inMinas Gerais state, Brazil. To cope with this task, the data werecollected by means of interviews, documents and bibliographies, beinginterpreted with the support of the content analysis technique. The resultsindicate advances and limitations of the actions planned pro-tourismdevelopment in Minas Gerais, as well as discussions that go beyond theboundaries of this territory, including new trends and allowing reflectionon regional tourism that encompass, among others, issues such as:the approach to touristic promotion and commercialization of destinationsby public state; the implementation of a statetouristic tax concerning Municipal Tourism (Touristic "ICMS" ) and theMunicipal Tourism Councils; appointing problems related to the continuityof the so-called Touristic Circuits; the need for the socialmanagement of the touristic destinations; and discussions about futureactions for touristic development in the states and municipalities.Este estudo analisou o Planejamento Estratégico do Turismo noperíodo de uma gestão governamental com o objetivo de compreendera relação entre a Gestão Pública no Turismo e o Desenvolvimento deDestinos Turísticos em Minas Gerais, Brasil. Para tanto, os dadosforam obtidos por meio de entrevistas, documentos e bibliografias,sendo interpretados com o suporte da técnica de análise de conteúdo.Os resultados apontam avanços e limitações das ações planejadas emprol do desenvolvimento turístico em Minas Gerais, assim comodiscussões que ultrapassam o contexto deste território, incluindonovidades e possibilitando reflexões sobre o turismo regional como: oenfoque dado à promoção turística e à comercialização de destinospelo poder público estadual; a implementação de um ImpostoTurístico voltado ao Turismo Municipal (ICMS Turístico) e osConselhos Municipais de Turismo; a problemática sobre acontinuidade dos Circuitos Turísticos; a necessidade de gestão socialnos destinos e discussões sobre ações futuras do turismo nos estadose municípios
