El Centro Histórico De Morelia (México): Gestión Y Dinámicas Funcionales Del Turismo Cultural A 23 Años De Su Nominación Como Patrimonio Mundial

Now a days the cities and historic sites in the World Heritage List (WHL) are constituted as cultural touristic destinations that strongly contend to welcome a great amount of visitors. This scenariois currently under discussion, facing the opportunities, threats and challenges that the cultural tourism presents for the historic cities awarded with this distinction.This participation sets the management of tourism in Morelia (Mexico) and its historical center in a flashback from its inclusion in the WHL in 1991. Due to various events that have prevailed until 2014, it has been considered to analyze, evaluate and set a discussion table about the facts that conduct to the rise and /or downturn of the cultural touristic destinations, the way it has happened in Morelia.This work is methodologically the result of a conducted investigation, it is developed from theoretical and conceptual approaches about the urban dynamics of the touristic city, the management and tourism features, the habitability, the heritage preservation and the resilience.The central theme is organized into sections that are presented as temporary cycles, to raise various (internal and external) events that have marked the tourist development of Morelia. Supported by Butler (1980), arises the Life Cycle of Morelia as a Tourist Destination (1980-2014).The conclusions intend to develop a point about the function that the cultural tourism and the world heritage distinction have had for the local development, to identify the functionality and touristic use of the built heritage have to encourage the visitors to come and value the way it has contributed to the preservation or the urban architectural heritage in Morelia, and raise some opinions to generate a better articulated institutional tourism policy.Las ciudades y sitios históricos en la Lista de Patrimonio Mundial (LPM) se constituyen actualmente como destinos turísticos culturales que compiten fuertemente en el mercado global del turismo para recibir una gran cantidad de visitante. Este escenario, en la actualidad es objeto de debate, frente a las oportunidades, amenazas y retos que el turismo cultural plantea para las ciudades históricas que son objeto de esta distinción.Esta participación plantea la gestión del turismo en la ciudad de Morelia (México) y de su centro histórico, en una retrospectiva a partir de su inclusión la LPM en 1991. Por diversos sucesos que han prevalecido hasta el 2014, se considera analizar, evaluar y poner en discusión algunos factores que inciden el declive de destinos turísticos patrimoniales culturales, como ha sido lo acontecido en Morelia.Metodológicamente el trabajo se deriva de una investigación aplicada y se desarrolla a partir de planteamientos teóricos y conceptuales sobre las dinámicas urbanas de la ciudad turística patrimonial, la gestión y funcionalidad del turismo, la conservación patrimonial y la resiliencia. El tema central se organiza en apartados que se presentan como ciclos temporales, para plantear diversos sucesos (externos e internos) que han marcado el desarrollo turístico de Morelia. Apoyados en Butler (1980), se actualiza y plantea el Ciclo de Vida de Morelia como Destino Turístico (1980-2014).Las conclusiones pretenden desarrollar un argumento sobre la función que turismo cultural y la distinción de Patrimonio Mundial han tenido para el desarrollo local, valorar como el reconocimiento de la UNESCO ha contribuido para la conservación del patrimonio urbano arquitectónico en Morelia, y plantear algunas reflexiones para generar una política turística institucional mejor articulada
