Dívida pública e financiamento do Ensino Superior e Profissional no Paraná (2003 a 2012).

Public debt and Higher Education and Professional Education financing in Paraná (2003-2012) The objective of this paper is to analyze the evolution of the costs of the state of Parana with the Public debt service (interest rate, amortizations and refinancing costs) and the financing of state institutions of Higher Education (IEES) and Professional Education from 2003 to 2012. The results indicate that, in the analyzed period, the state of Parana has committed a significant portion of its budget to the payment of public debt. Regarding the financing of IEES, we verify that between 2003 and 2005 a budget constraint occurred, and from 2006 there was an increase in the percentage of resources allocated to it. Regarding the financing of Professional Education, we observed an increase in the percentage of resources, especially between 2007 and 2012, and a significant reduction in resources for this type of education from 2009 to 2011. O objetivo deste trabalho é analisar a evolução das despesas do estado do Paraná com o Serviço da dívida pública (juros, amortizações e encargos com o refinanciamento) e com o financiamento das instituições estaduais de ensino superior (IEES) e do ensino profissional no período de 2003 a 2012. Os resultados do trabalho indicam que, no período de 2003-2012, o Paraná comprometeu parcela significativa do orçamento com o pagamento da dívida pública. Quanto ao financiamento das IEES, verificamos que no período de 2003 a 2005 ocorreu restrição orçamentária e a partir de 2006 houve aumento do percentual de recursos a elas destinado. Quanto ao financiamento do ensino profissional, constatou-se aumento do percentual de recursos, especialmente entre 2007 e 2012 e uma significativa redução dos recursos destinados a esta modalidade de ensino nos anos de 2009 a 2011.
