In this work the vulnerability of populations to natural disasters is analyzed in order to know how to politically manage them. The case study is the Disaster of Vargas (Venezuela), which occurred in December 1999. Relying on ethnographic strategies several evidences were considered, such as oral testimonies, photographic evidence, news reporting, and previous research from different disciplines. We conclude that disasters are the result of the combination of historical, social and cultural variables related to vulnerability. Furthermore, it is shown that 15 years after the Disaster of Vargas, the affected population remains still vulnerable.
