La planeación y el pensamiento institucionalista

The institutionalists of the 1930s and 1940s, with their concern for reducing uncertainty about the future, proposed the use of indicative and democratic national economic planning to provide public orientation at the macroeconomic level, while leaving industry in private hands. This article presents the basic elements of national planning: 1) deciding objectives and goals, 2) delimiting the levels and extent of planning and analyzing its interrelations in a holistic form, and 3) receiving feedback and using i t in an appropria te way. It then analyzes the differencesbetween the institutionalists and systems analysis theorists.It ends with some criticisms of the vision of the contemporary institutionalists.Los institucionalistas del los años treinta y cuarenta, en su preocupacion por reducir la incertidumbre del futuro, propusieron usar la planeacion economica nacional indicativa democratica para dar orientacion publica a nivel macroeconomico, y dejar la industria en manos privadas. Este articulo se exponen los elementos fundamentales de la planeacion nacional: 1) decidir los objetivos y las metas; 2) delimitar los niveles y el alcance de la planeacion y analizar sus interrelaciones en forma holistica; y 3) recibir retroalimentacion y utilizarla de forma adecuada. Luego analiza las diferencias entre los institucionalistas y los teoricos del analisis de sistemas. Finaliza con algunas criticas a la vision de los institucionalistas contemporaneos
