Formas de participación en las radios comunitarias habilitadas del Táchira: Estudio de campo

This study on communitarian radios in Táchira approaches the citizen participation in the communitarian radios authorized by Conatel in the State of Táchira. Hence, this study is based on the management and participation of the citizens in the communitarian foundation beyond their role as recipients, but as producers of the message. In this way, the purpose is to determine the degree of citizen participation in the communitarian media. It is a qualitative, quantitative, descriptive and explanatory study, having as well a documentary investigation design and field work, through the revision of the Regulation for nonprofit Broadcasting and Open Communitarian Public Television (RRTACSFL, 2002) and other normative instruments in communicational matter. The theory are based on the postulates regarding the communitarian media management formulated mainly by Villamayor and Lamas (1998).The semi-structured interviews technique was applied to the media's directors plus the programming in one week of each radio station was collected in a card. The data were analyzed using SPSS15.0 and ATLAS-TI 5.2. The findings described a media with a not plural participation tendency and tend to support the national government.El presente trabajo sobre las radios comunitarias del Táchira es un estudio que aborda la participación ciudadana en las radios comunitarias habilitadas por Conatel en el estado Táchira. En tal sentido se indaga sobre la gestión y participación de los ciudadanos en la fundación comunitaria más allá de su papel como receptores, sino como productores del mensaje. Con ello se desea determinar el grado de participación en los medios comunitarios. El tipo de investigación es cualitativa y cuantitativa, descriptiva y explicativa, que tiene a su vez un diseño de investigación documental y de campo, se revisa el Reglamento de Radiodifusión y Televisión Abierta Comunitaria de Servicio Público, Sin Fines de Lucro (RRTACSFL, 2002) y otros instrumentos normativos en materia comunicacional. La teoría se fundamenta en los postulados que sobre la gestión de medios comunitarios ha formulado principalmente Villamayor y Lamas (1998). Se aplicó la técnica de entrevistas semi- estructuradas a los directores de medios y una ficha que recogió la programación en una semana. Los datos fueron analizados con el software SPSS 15.0 y ATLAS-TI 5.2. Los hallazgos describen a unos medios con una tendencia a propiciar una participación que no es plural y tienden a apoyar al gobierno nacional
