This article addresses the public policies geared towards eradicating foot-and-mouth disease in Uruguay that took place from the early nineties until 2001, with the return of the epidemic. The consequence of this was that he country loss its status as "free from the disease without vaccination". Foot-and-mouth disease policies are used as an empirical terrain to examine the development of hybrid public policy management models. More specifically, the article looks at how bureaucratic procedures, networks with producers' associations, and managerial practices, articulated in the different stages of the policy, always by the leadership of the Ministry of Livestock.
