Modelo de gobierno electrónico para la alcaldía rural del municipio autónomo colón

At the present time the advance of the new technologies and the progressive access of the citizens to the net of Internet is opening up a route to new possibilities in the government's field, discovering Internet like an evolution instrument in the relationship between the public administrations and the citizens. The purpose of the present study was to propose electronic government's model for the rural governorship of the municipality autonomous of Colon. The Investigation was of descriptive and field type, with not experimental and transactional design. The population and sample was divided in two types, the population A 101.219 inhabitants of the municipality Colon being its sample in 204 fellows and the population B 13 Coordinators and bosses of units, taking them like population a census was made. Using instruments with closed questions for the population A, likert type for the population B. A statistical descriptive with absolute and percentage frequencies was applied for the population A, allowing to conclude that the digital breach in the municipality is of 67%, being affected mostly by the population's academic level, in a same way an analysis of variance for the population B was made obtaining as a result that the municipality needs personnel's specialized in the technology area; as well as the creation of a portal web that contains the services offered by the mayor. It is recommended to establish Electronic Government's Pattern for the Rural Autonomous Municipality Colon of the Zulia State as outlined in this investigation.En la actualidad el avance de las nuevas tecnologías y el progresivo acceso de los ciudadanos a la red de Internet esta abriendo camino a nuevas posibilidades en el campo del gobierno, descubriendo a Internet como una instrumento de evolución en la forma de relación entre las administraciones públicas y los ciudadanos. El propósito del presente estudio fue proponer un modelo de gobierno electrónico para la Alcaldía rural del municipio autónomo Colón. La investigación fue de tipo descriptiva y de campo. La población y muestra se dividió en dos tipos, la población A 101.219 habitantes del municipio Colón quedando su muestra en 204 sujetos y la población B de 13 Coordinadores y jefes de unidades de la Alcaldía tomándolos como censo poblacional. Utilizando instrumentos con preguntas cerradas para la población A y tipo likert para la población B. Se aplicaron estadísticas descriptivas con frecuencias absolutas y porcentuales para la población A, permitiendo concluir que la brecha digital en el municipio es del 67%, viéndose afectada mayormente por el nivel académico de la población, de igual manera se realizó un análisis de varianza para la población B obteniendo como resultado que la alcaldía necesita la contratación de personal especializado en el área de tecnología, así como también la creación de un portal Web que contenga los servicios ofrecidos por la alcaldía. Se recomienda establecer el Modelo de Gobierno Electrónico para la Alcaldía Rural del Municipio Autónomo Colón del Estado Zulia propuesto planteado en esta investigación
