Las nuevas tecnologías en las administraciones tributarias

This research has as an objective to study the of information and communication technologies applied by the Tributary Administrations. For that purpose, the performance of the Tributary Administrations of Chile (SII), Colombia (DIAN) and Spain (State Tributary Agency), was checked, in terms of the used strategies to improve the tax collecting and avoid the tax evasion, looking out the technological advance of Chile known for international organizations as Centro Interamericano de Administraciones Tributarias (CIAT) and Organization for the Cooperation and the Economic Development (OCDE). The some way, was analyzed in detailed the Venezuelan Tax Administration, where the strategies employed were described, to reach its purposes, increase the tax collecting and avoid fiscal fraud, in internal taxes, as well as in customs, showing the implemented technological advances and the regulations developed oriented to gain taxpayers through the website. Also a revision of the laws stated in order to give security to the communications for the net, the mentioning the most important ones.Esta investigación tiene como finalidad estudiar las tecnologías de información y comunicación aplicadas por las administraciones Tributarias. Para ello se revisó, en primer término, el desempeño de las Administraciones Tributarias de Chile (SII), Colombia (DIAN) y España (Agencia Estatal Tributaria), en cuanto a las estrategias utilizadas para mejorar la recaudación de tributos y evitar la evasión fiscal., resaltándose el avance tecnológico de Chile, reconocido por organismos internacionales como Centro Interamericano de Administraciones Tributarias (CIAT) y Organización para la Cooperación y el Desarrollo Económico (OCDE). Así mismo, se analizó en forma más detallada la administración tributaria venezolana, donde se describieron las estrategias empleadas, para lograr sus fines, incrementar la recaudación y evitar el fraude fiscal, tanto en tributos internos, como en aduana, señalando los adelantos tecnológicos implementados y la normativa desarrollada orientada a la captación de los contribuyentes por el portal. También se efectuó una revisión a las leyes promulgadas con miras a dar seguridad a las comunicaciones por la red, mencionándose las más importantes
