After carrying out a brief historical analysis of the Costa Rican political process, this work explains how after the declaration of the Second Republic in 1949, the government adopts a centralized policy by creating several autonomous institutions that take up many of the services formerly delivered by local governments. Nonetheless, in the 70’s, with the enactment of the first municipal code, which was derogated in 1998 with the publication of the current code, a process of decentralization begins, by granting municipalities more relevance in front of the population of each county, up to the February 2016 elections in which, for the first time, all popular-election posts will be up for electionLa gestión de conocimiento es una tarea inher...
