Os países latino americanos e a convenção açucareira de Bruxelas de 1902

The rapid development of beet-sugar production in the first decades of the XIXth century permanently introduced to the sugar world new suppliers of raw-material and product: the European farmers and producers of raw sugar. Furthermore, it increased the economic and political importance of european refiners, who were now able to reach two suppliers´ markets, with quite distinct industrial and institutional charateristics, raw beet and cane sugar. All governments tried to obtain maximum fiscal benefit from these new economic activities, and to uphold their domestic economies. After half a century of increasing costs for national finances and for domestic producers, various European countries, pressed by the United Kingdom, adopted the Brussels Convention in 1902, which established controls and penalties for sugar export subsidies. Examinating the main international trade flows between 1880 and 1914, this paper intends to show how the customs restrictions imposed by the sugar agreement had little influence over the exports of Latin American countries. The commercial flows of even those actively particiating in international trade were more affected by their own internal dynamics than by the fact of being penalized or not by the rules of the Brussels Convention.O rápido desenvolvimento da produção de açúcar de beterraba no início dos oitocentos introduziu de forma permanente no mundo açucareiro novos ofertantes de matéria-prima e de produto: os agricultores europeus e os produtores europeus de açúcar bruto. Além disso, reforçou a importância econômica e política dos refinadores europeus, que passaram a dispor de dois mercados fornecedores com características agrícolas, industriais e institucionais bem distintas, o açúcar bruto de cana e o de beterraba. Todos os governos buscaram tirar máximo proveito fiscal dessas novas atividades econômicas e incentivar suas economias domésticas. Após meio século de crescentes custos para as finanças nacionais e para seus produtores domésticos, vários países europeus, pressionados pelo Reino Unido, adotaram em 1902 a Convenção de Bruxelas, que estabeleceu controles e penalidades sobre os subsídios à exportação de açúcar. Este texto procura mostrar, a partir do exame dos principais fluxos do comércio internacional do açúcar entre 1880 e 1914, como as penalizações alfandegárias impostas por este acordo tiveram pouca influência sobre as exportações dos países latino americanos, que, mesmo participando ativamente do mercado mundial, tiveram seus fluxos comerciais mais influenciados por suas próprias dinâmicas internas do que pelo fato de terem sido penalizados ou não em decorrência das regras da Convenção de Bruxelas
