La Guerra contra la Delincuencia Organizada durante el sexenio 2006-2012 y el respeto a los Derechos Humanos en México

During the presidential period from 2006 to 2012, the federal government took the "War against Organized Crime" as one of its main government programs, fighting against drug dealing with the support of the military forces through the sea, the air and the land. After one year that Felipe Calderon Hinojosa completed his presidential period, society is still questioning how effective this program was, far from reducing the rate of criminality in the country, increased the number of complaints against military forces, because some of their members mistreated citizenship´s human rights. This article is a review of literature and hemerographic sources about the objectives and goals of this government strategy, because we believe that there´s no democratic state without the unrestricted respect for human rights. That´s why current Federal Executive must consider the change of this initiative and eventually replace it with comprehensive programs, that encourage the participation of both citizens and government, not only to try to recover the confidence of the people, but also to restore the security of civil society.Durante el periodo presidencial comprendido entre 2006 a 2012, el gobierno federal en turno tomó como uno de sus principales programas de gobierno a la llamada "Guerra contra la Delincuencia Organizada", lucha frontal en contra del narcotráfico, que contó con el apoyo de las fuerzas armadas por la vía marítima, aérea y terrestre. A un año de concluido el periodo presidencial de Felipe Calderón Hinojosa, la sociedad civil aún cuestiona la efectividad de dicha medida gubernamental, que lejos de reducir el índice de criminalidad en el país, aumentó el número de quejas por los agravios cometidos en perjuicio de los derechos humanos de la ciudadanía. En el presente artículo se realiza una revisión bibliográfica y hemerográfica sobre los objetivos y alcances de dicha estrategia gubernamental, en el pleno convencimiento de que no se concibe un estado democrático sin el irrestricto respeto a los derechos humanos. Por ello, el Ejecutivo Federal actualmente en funciones, deberá replantear dicha iniciativa y eventualmente substituirla con programas integrales que fomenten por igual la participación de los ciudadanos y los poderes de la Nación, para recuperar no sólo la confianza del electorado, sino también para restituir la seguridad de la sociedad civil
