Many authors worked to develop a positive theory of economic policy which main outcome is that permanent rules improve economic performance and social welfare. The purpose of this essay is to argue that this proposition was not verified by empirical facts. In order to fulfill it, development of theory of economic policy is exhibit from a historic perspective as well as macroeconomic analysis which support it.
