Ética y moral: Una mirada desde la gerencia pública

This article is focused on understanding the ethical and moral dimension of public management, based on the indissoluble link between human nature and management of public organizations. For this, a hermeneutic process was conducted, which aims to understand, describe and interpret the communication and symbolic interaction shapes the intersubjective meaning and individual human being. This methodological resource scaffold served to establish a shared vision that promotes behavior consonant with ethical and moral demands that increasingly involves society and provide a framework for daily life in the public manager. Among the most important conclusions of the investigation include the obvious need to find new and better ways of coexistence and organizational effectiveness within the framework of right and fair, not only as an individual exercise of rationality, but also as an obvious necessity, which represents a challenge for public management.El presente artículo esta focalizado en comprender la dimensión ético-moral de la gerencia pública, a partir de la indisoluble relación entre la naturaleza humana y la gerencia de las organizaciones públicas, para ello, se realizó un proceso Hermenéutico, el cual tiene como objeto comprender, describir e interpretar la interacción comunicacional y simbólica que da forma al significado intersubjetivo e individual del ser humano, este recurso metodológico sirvió de andamiaje para establecer, una visión compartida que promueva un comportamiento cónsono con las exigencias ético-morales que cada vez más demanda la sociedad y dan marco a la vida cotidiana del gerente público; entre las conclusiones más relevantes de la investigación cabe destacar, la necesidad evidente de buscar nuevas y mejores formas de convivencia ciudadana y eficacia organizacional dentro del marco de lo correcto y lo justo; no solo como un ejercicio individual de racionalidad, sino como una necesidad evidente, lo cual representa un reto para la gerencia pública
