El desarrollo de un nuevo destino turístico: el caso de la ciudad de Villa Elisa, Argentina

This article contributes to the investigation of a new tourist destination in Argentina. It has the purpose to establish the relationship between tourism and the local development from the emergence of initiatives and implementation of policies and strategies, as well as on the comparison with the productive traditional activities. It is based on the study of the case of Villa Elisa city, province of Entre Ríos, Argentina, using quantitative and qualitative technologies. The hypothesis affi rms that the tourism is an activity that contributes to the local development of small cities. The period of study covers the origins of the tourism in the city in 1999 until 2009. It analyzes the socioeconomic impact relative to the employment, the business and investments, and it takes into account the contribution reflected in the benefits received by the resident population. The research is part of the subject area of local development centered on the figure of resort, and it is analyzed from the theory of the tourist system.Este artículo aporta los resultados de la investigación sobre el desarrollo de un nuevo destino turístico. Tuvo como fi nalidad realizar una contribución al conocimiento respecto de la relación existente entre el turismo y el desarrollo local, a partir del surgimiento de iniciativas e implementación de políticas y estrategias, comparadas con actividades productivas tradicionales. Se basó en el estudio del caso de la ciudad de Villa Elisa, provincia de Entre Ríos, Argentina y se emplearon técnicas tanto cuantitativas como cualitativas. La hipótesis afi rma que el turismo es una actividad que contribuye al desarrollo local de municipios pequeños. El período de estudio comprende desde los orígenes del turismo en la ciudad, de 1999 hasta 2009. Se analizó su impacto socioeconómico, relativo al empleo, los emprendimientos e inversiones y se tuvo en cuenta el aporte refl ejado en los benefi cios ocasionados, en particular en la población residente. Como síntesis, la investigación se enmarca en el área temática del desarrollo local en la fi gura de centro turístico, y se analiza desde la denominada teoría del sistema turístico
